CSO support project aims to enhance the contribution of Civil Society to Bhutan’s 11th & 12th Five Year Plan. The project aims to improve its engagement in sustainable development and good governance. The specific objective of the project is to improve the enabling environment and operational capacity for civil society engagement in sustainable development and good governance by promoting an inclusive approach to strengthen civil society actors.
The CSO support project in Bhutan was launched in August 2017 and will be implemented by HELVETAS Bhutan over a period of 40 months, i.e. until December 2020. The project contributes to the EU multi-annual indicative programme 2014-2020, which focuses on the good governance sector, including capacity development for civil society.
Over the course of 40 months, it is expected that the CSO support project will achieve the following three results:

HELVETAS Bhutan will serve as Secretariat for the implementation of the Civil Society Grant Facility, and the EU funded CSO project at large. Setting up and operating the Grant Facility serves the purpose to enable civil society organisations to contribute to Gross National Happiness by receiving funds that will be used to promote sustainable development and strengthen good governance at local and national level. The grant fund will, through the implemented activities of civil society, lead to an active and inclusive participation of CSOs and citizenry in democratic consultations and decision-making processes at local and national level.

Bhutan has a growing number of formal Civil Society Organizations registered with the CSO Authority. They fall into two categories as specified in the CSO Act: a) Public Benefit Organizations, which are CSOs that work on a range of issues such as women’s empowerment, youth development, rural poverty, animal care, environment and services for differently-abled persons; b) Mutual Benefit Organizations, which are membership based and work to advance the shared interests of its members. These CSOs face human resource challenges and a lack of funds, which impede their work. They are also in a state of transition in terms of forming networks among themselves for joint issues and actions, engaging in policy discussions with stakeholders from the government and generally finding a space for themselves beyond providing care and implementing development projects. Apart from the registered CSOs, there are large numbers of community based organizations. These include farmer groups and cooperatives registered under the Cooperatives Act within the framework of the Ministry of Agriculture and Forests; and organized but non-registered groups and associations like youth groups, women’s groups, etc.

The call for proposals will happen every 6 months. The only exception is the final call for proposals which has to start early in order for supported projects to finalise before the end of the EU CSO support project. Accordingly, the project period August 2017 – December 2020 allows for 5 rounds of grant disbursement. Applications received after the said deadlines will not be considered and shall have to be re-submitted at the next call for proposals:

Since the Grant Facility aims to contribute to sustainable development and good governance in Bhutan, the applications for grant fund support shall fall within the thematic categories/ clusters listed below. Applications that the TC members consider do not relate to these categories cannot receive funding.

* Since the main focus of the grant mechanism is to support good governance processes and activities, economic empowerment initiatives cannot exceed 20% of the proposed budget (see section 2.5)
Eligibility Criteria
In order to access the Grant Facility CSO applicants must:
Duration of projects
The duration of projects receiving grant support shall be minimum 12 months and maximum 24 months.
Budget requirements
The Grant Facility will provide support to both CSO categories:
Category A: PBOs/MBOs
Category B: CBOs
A simple budget form will be used by the applying organisations (annex 5.2.)
The proposed budgets shall be used for activities that are relevant for the thematic categories outlined in section 2.2.
The annual budget ceiling for project applications is set at 20,000 Euro for CBOs, and 30,000 for PBO/MBOs. The annual budget floors will respectively be set at 5,000 and 10,000.
PBO/MBOs can submit joint proposals. PBO/MBOs can also submit joint proposals with CBOs. However, CBOs cannot submit joint proposals with each other. Also, organisations who apply for such joint funding will no longer be eligible for individual funding.

The proposal budget should contain estimates of all costs. All budgets shall be stated in local currency and in equivalent Euro and provide details of all estimated project expenses.
The grant will be in Euro. To take account of exchange rate fluctuations, the exchange rate during the past 30 days prior to full proposal submission should be used in the project budget.

Who can apply?
CSOs and CBOs in Bhutan can apply for the Grant Fund, on the condition that they:
• Are an active civil society organization or community-based organization in Bhutan.
• Contribute to the country’s sustainable development and good governance goals.
• Are not already receiving ongoing project support through the Grant Fund.
Government bodies, for-profit entities, and individuals are not eligible to apply.
When to apply?
Calls for proposals will happen once a year, and will be announced through social media, local radios, national television, and newspapers with the widest outreach. In addition, local leaders will be requested to share information on the call for proposals within their constituencies.

What are Eligible Areas for Support?
In line with the objective of the Grant Fund, CSOs and CBOs are eligible to submit proposals on policy advocacy around four core themes:
Theme 1: Increasing Civil Society and Media Engagement
Theme 2: Promoting Youth and Women’s Engagement and Leadership
Theme 3: Enhancing Public Accountability and Transparency
Theme 4: Reducing Inequalities and Vulnerabilities, including of those affected by COVID-19
What are the budget requirements?
Floor level funding is EURO 5,000 and the ceiling is EURO 15,000 in equivalent Ngultrum currency.
Administrative costs shall not exceed 10% of total project costs. All administrative‐related costs over and above 10% must be financed by the CSO from sources of funds outside of the grant.
