Bhutan Transparency Initiative (BTI), implemented Social Accountability in Thimphu Thromde. Citizen Participatory Audit (CPA) was piloted in the two Demkhungs of Babesa-Simtokha and Changzamthog-Olakha under Thimphu Thromde. The goal of the project was to develop the capacity of the communities to engage in local governance and induce the Local Government Administration to enhance inclusive, participatory, transparent, and responsive governance in public service delivery.
The project built the capacity of 32 community members consisting of youths, former civil servants, business personnel, and senior citizens along with 7 Thumis on the application of the Citizen Participatory Audit (CPA). The project was able to open the eyes of the communities and the LG functionaries to engage meaningfully in local governance. Further with the formation of Social Accountability Practitioner Groups (SAPGs), instituting an MoU between the SAPG, Thromde Administration and the production of the user guide on CPA will go a long way in enhancing responsibility and sense of ownership to the community for the developmental programs and also promoting transparency, accountability, and integrity in the public service delivery.
