Civil Society Grant Facility
Bhutan has a growing number of formal Civil Society Organizations registered with the CSO Authority. They fall into two categories as specified in the CSO Act:
a) Public Benefit Organizations, which are CSOs that work on a range of issues such as women’s empowerment, youth development, rural poverty, animal care, environment and services for differently-abled persons;
b) Mutual Benefit Organizations, which are membership based and work to advance the shared interests of its members. These CSOs face human resource challenges and a lack of funds, which impede their work. They are also in a state of transition in terms of forming networks among themselves for joint issues and actions, engaging in policy discussions with stakeholders from the government and generally finding a space for themselves beyond providing care and implementing development projects. Apart from the registered CSOs, there are large numbers of community based organizations. These include farmer groups and cooperatives registered under the Cooperatives Act within the framework of the Ministry of Agriculture and Forests; and organized but non-registered groups and associations like youth groups, women’s groups, etc.
